Pittsburgh, Pa. – Carlow University, a leading university in the health sciences, announced today that following a national search and RFP process, it has selected Edgemoor Infrastructure & Real Estate to develop its Lower Campus, a 1.77-acre tract of property located along Fifth Avenue and Robinson Street, through a public-private partnership (P3).
Edgemoor will develop an Interdisciplinary Health & Science Center to support the growth of Carlow’s strong portfolio of health science programs, along with an innovation-focused mixed-use building consisting of office and research space for private tenants or institutions that wish to establish or grow a presence in the Pittsburgh Innovation District and co-locate with Carlow students and faculty.
Development in this area of Oakland will create density and vibrancy to attract, retain, and promote quality businesses and retail segments to support the local economy when the project is complete in the summer of 2024.
The development site is strategically situated near the Bus Rapid Transit (BRT) station at the intersection of Craft Avenue and Fifth Avenue. The development will increase green space and will include a public plaza that will provide additional gathering space adjacent to the BRT station.

“Building a new Interdisciplinary Health & Science Center that includes state-of-the-art academic spaces for educating and training health care practitioners and students in other science programs is vital to our region as our graduates will fill jobs that are in high demand. This development will increase the University’s visibility in Pittsburgh’s Innovation District with a new landmark entrance to campus, provide critical academic facilities, and bring private industry to campus in a collaborative environment.”
Pittsburgh Councilman R. Daniel Lavelle lauded the partnership, saying, “The development of this property will also bring an infusion of construction jobs into the West Oakland neighborhood and region, which will pay a family sustaining wage and include specialized on-the-job training. This will both enhance and greatly support the local economy.
“What’s more, through their (Edgemoor) partnership with Massaro (Corporation), they are committed to finding innovative ways to reach the highest levels of MWDBE participation and help build out the local and Black economy in the surrounding neighborhoods.”
The Interdisciplinary Health & Science Center will house the University’s four new graduate health science programs: Physical Therapy, Speech-Language Pathology, Physician Assistant, and Occupational Therapy. These graduate programs will supply qualified health care professionals to satisfy regional and national needs in professions that are growing rapidly. Additionally, the development will enable Carlow to provide viable support and new resources to the West Oakland neighborhood in the areas of education; health and wellness; career readiness, training and job growth; and advocacy.

The Lower Campus project will be delivered by a team with an unparalleled combination of local and national expertise. Edgemoor Infrastructure & Real Estate, an award-winning leader in commercial real estate and P3 development, will partner with Carlow to deliver the project. Based in Bethesda, MD, Edgemoor has used the P3 model to successfully deliver and operate multiple higher education facilities across the country.

Additional team members include Gensler, the #1 ranked university architect in the U.S. by Building Design & Construction Magazine, with extensive experience designing over 20 million square feet in Pittsburgh, as Designer; and Clark/Massaro, a joint venture made up of Clark Construction Group, LLC, a national contractor with experience successfully delivering over 100 higher education projects on campuses across the country, and Massaro Corporation, a well-regarded local contractor with over fifty years building in Pittsburgh and experience delivering over 90 projects in the Oakland neighborhood alone, as General Contractor. MWDBE business participation is of utmost importance to Carlow as this project progresses, and Edgemoor will ensure that maximum opportunities are given to these local businesses.
