Institutional Master Plans provide a framework for development of institutions, such as hospitals and colleges, which control large areas of land within a city. These institutions are unique because they generally contain a greater density of development than surrounding areas, are a source of substantial employment and are usually located immediately adjacent to residential neighborhoods.
An Institutional Master Plan allows institutions the flexibility to plan and develop project and campus-based standards for building height and mass, parking, urban design, and neighborhood compatibility.
They also provide a level of understanding to the public and the community about the potential growth of institutions and the resultant impacts. The Institutional Master Plan is the first step in a planning process. The projects identified in the Institutional Master Plan have not yet been designed. Additional public meetings and outreach will occur as individual construction projects are designed. All institutions located in Education Medical Institutional zoning districts are required to have a current Institutional Master Plan.
After the Institutional Master Plan and associated zoning changes have been approved, individual construction projects can be submitted and reviewed by the appropriate City of Pittsburgh departments and agencies for permits. Departments and agencies include but are not limited to:
Individual projects require their own public meetings and outreach to discuss the project in detail as it is being designed.

Individual project plans are subject to the City’s design review process and final approval by the Planning Commission.
