This course is built on the foundational principle of High Performance Learning-the primacy of the learner. Three interrelated sets of questions are explored for analysis: 1.) What does performance mean, how is it measured, and how is it interpreted by various political, government, and educational communities? 2.) What does performance mean to an individual learner whose future is tied to her/his learning performance? 3.)
